How Can Landlords Deal With Fleas Between Tenancies?
The void period is the best opportunity you will get, and it is usually wasted. An empty property is far easier and cheaper to treat than a furnished occupied one.
Why the Void Period Is the Right Moment
An empty property means the whole floor area can be reached, including under where furniture stood and along every carpet edge. Nothing has to be moved, nobody has to be out for a few hours, and there is no pet to coordinate with.
It is also the point at which the problem is invisible. Pupae sit dormant with no host, so an empty flat can look and feel completely clear and produce fleas within days of a new tenant moving in.
Inspect Rather Than Assume
The sock test takes ten minutes and settles it: long white socks pulled over the trouser leg, walking slowly through every carpeted room. Do it in a warm room in the afternoon — a cold empty flat in the morning gives a false negative.
Do it in any property where the outgoing tenant had a pet, and in any property where the incoming tenant reports bites in the first month. The second one is the case that turns into a dispute if there is no record of the first.

Treat Before the Carpets and Furniture Go Back
If it tests positive, treat while it is empty. £180 for the first room and £60 for each additional one, and the whole floor is accessible.
If carpets are being replaced, treat the bare floor and the perimeter before the new underlay goes down. That is the one chance to treat the substrate directly and it is worth taking.
Keep the Record
Dated inspection notes, the treatment report, and a note of what was found. When a new tenant reports fleas in week two, the file tells you whether the property was clear at handover or not — and that decides whether it is a landlord repair or a tenant matter.
Without a record it is one person’s word against another’s, and in practice the landlord usually ends up paying for a treatment that could have cost less during the void. We are not offering legal advice here; this is simply how these disputes tend to go.
The Standing Arrangements Worth Having
A pet clause that sets out what is expected at the end of the tenancy, and a check-out inspection that actually includes a flea check rather than a look at the carpets. A note in the inventory of which properties have had fleas before, because they recur.
And if you have several properties, treating during the void as routine where a pet has been in residence works out cheaper than treating occupied properties reactively, once you count the disputes and the emergency call-outs.
Frequently Asked Questions
Can an empty flat still have fleas?
Yes. Pupae stay dormant for months with no host and hatch when someone moves in.
How do I check?
The sock test — white socks, ten minutes of slow walking, in a warm room in the afternoon.
Why does it matter to have it in writing?
It decides whether a report in week two is a landlord repair or a tenant matter.
